No Build
The National Environmental Policy Act (NEPA) requires any federally
funded project to evaluate a range of alternatives including a “No Build”
option. Although this alternative does not meet the project Purpose and Need
, it establishes a baseline for comparison with other alternatives.
The “No Build” alternative will include existing transportation
facilities and services, as well as projects that can be reasonably
anticipated for funding and construction in the Metro and
southwest Washington regional transportation plans.
