Federal Highway Administration

The Federal Highway Administration (FHWA) carries out federal highway programs in partnership with state and local agencies to meet the nation's transportation needs.  The agency promotes the use of the best available safety practices, programs, and technologies in all phases of highway planning, design, construction, and operation. FHWA ensures that all people and businesses affected by transportation decisions are treated equally and in accordance with the law.


Federal Transit Administration

The Federal Transit Administration (FTA) is a division of the U.S. Department of Transportation that is led by an administrator appointed by the President of the United States. The FTA distributes federal funding to support a variety of public transportation systems throughout the U.S., including buses, subways, light rail, commuter rail, streetcars, monorail, passenger ferry boats, inclined railways, and people movers.


FHWA and FTA’s role on the Columbia River Crossing project

FHWA and FTA regulate the National Environmental Policy Act (NEPA) process for federal transportation projects.  NEPA governs proposed actions requiring federal funding, permits, or approvals. FHWA and FTA will sign the Environmental Impact Statement (EIS) and the Record of Decision (ROD).  Approval from both agencies is required to move forward into design and construction.
