How Does This Project Work?

The planning process for the Columbia River Crossing project is marked by five major milestones:

Decision Point 5

Secure Federal Approval

The locally preferred alternative will be submitted to the federal agencies who are leading the NEPA process—the Federal Highway Administration and Federal Transit Administration—for approval. They will issue a Record of Decision to define the alternative that will be built.


 Major Milestones
  1. Define the problem and identify criteria for evaluating alternatives
  2. Identify the range of alternatives to be considered
  3. Identify alternatives to be considered in the draft EIS
  4. Identify the preferred alternative
  5. Secure federal approval for the preferred alternative
